We have always tried to maintain a balanced approach toward enforcing
the rules at Les Cascades. We try to enforce the rules without having to act
like we are a police state.
Lately, however, there has been an epidemic of rules being broken to the
extent that people have actually left where they were to escape an unpleasant
situation. One person actually feared for her safety last weekend. Many
residents including members of the administration are very frustrated and
something must be done.
In just the last 2 weeks, this is what we have been dealing with:
Pool
Building
- People neglecting to take showers before entering the pool or Jacuzzis.
- Visitors using the pool facilities without a resident present.
- People using the washrooms for purposes they are not intended.
- People boxing in the exercise room.
- Excessive noise by people using the pool.
- Children in the Jacuzzis
- Children jumping into the pool
- Toys in the pool
- A child vomiting in the pool which was not cleaned up by the parent.
- Owners who rent their condos returning to use the facilities
Administration
Letters
The number of administration letters for rule violations is escalating.
We send out as many as 4 letters in a week. Although the letter fee structure
is unchanged, we are modifying the letter process slightly.
- Although we try to publicize them, sometimes people do not realize they are actually breaking a rule. A first letter will be a friendly reminder.
- The second letter will not be “friendly” as the resident should know after the first letter.
- The third letter will trigger a $50 administration letter fee.
- Every additional letter will trigger a $100 administration fee.
Renters
It seems that, lately, many rule violations are associated with renters.
Please be aware that owners are also responsible for their tenants and their behaviour. Also, please be aware that the rental policy adopted in the 2013 AGM
is in force which stipulates that renters must be preapproved by the
administration before being allowed to move in.
You should also know that the syndicate has the legal right to evict a
tenant that does not follow the rules. The amount of rent a tenant pays does
not give a renter the right to break any rules. The Quebec rental board cannot
represent a renter in this situation.
Condo
Fees
We have executed a lien on a condo where the co-owner has repeatedly
failed to pay condo fees. We have also warned another co-owner that if we
continue to have to chase their fees, the extra cost for that person will be
approximately $140 per month which includes a $100 administration letter fee.
Other
- Pets are not allowed in the common areas including the garden.
- Boots must not be left in the corridors.
- Owners must change hot water tanks if more than 10 years old.
- Smoking anything in common areas is forbidden.
- We NEVER reverse an administration fee.
- We have instructed the supers and encourage our residents to report any and all rule violations.
- We will be delivering an updated comprehensive rules document to all doors within the next month.
